Description

Steps to reproduce:
1. Import the attached project
2. Open JiraServiceTesting.mxml
3. Set debug point at createHandler and faultHandler functions (line no. 218 & 225)
4. Debug the project

Actual Results:
In Fb Burrito i5 drop, the operation results in a fault and the debugger points to faultHandler function.
You will get the below error.

The prefix 'SOAP-ENC' for attribute 'SOAP-ENC:arrayType' associated with an element type 'customFieldValues' is not bound.

If FaultEvent doesn't contain the exact message, start the network monitor and see the response message body.

Expected Results:
The debugger should point to createHandler function.

Workaround (if any):
None

It was working fine till SDK - 18853.
