[FLEX-26236] FXG rendering issue when scaling

Description

1. Import attached fxp
2. Run the project
3. Pan the image

Note the top of the vertical scrollbar as you pan the image. At certain points the top of the inner black rectangle is cut off - see screen shot.

The issue seems to be related to the fact that in the fxg the inner black rectangle is not positioned y = 0. If the black rectangle is placed at y=0 the bug is non existent.
