[FLEX-26185] Make common wireframe skins all the same height by default

Description

Catalyst would like the common Spark components to all have the same height by default when using the wireframe theme. Currently a number of them differ.

We want to standardize on 22 px as the default height, so we'd like the following changes in default height:

• Button: -2 px
• ToggleButton: -2
• NumericStepper: -1
• DropDown: +1
• ButtonBar: +1
• TabBar: -1

In terms of appearance, the new default should look the same as if you took today's skins and explicitly resized an instance to 22px in height.
