[FLEX-25871] TAB key is not working in certain TitleWindows

Description

Steps to reproduce:
1. Compile and run attached application.
2. Click "Field 1" text input.
3. Press TAB key.

Actual Results:
The focus does not change.

Expected Results:
Focus must change to "Field 2"

Workaround (if any):
Compile with SDK 3.3. This bug seems to be present since SDK 3.4 (and in SDK 3.5 too)
