Description

Steps to reproduce:
1. Skin a s:TextArea with vertical scrollbars that does not have up/down buttons (only track and thumb)

2. test in an app with sufficient text to make scrollbar appear
3. use mouse wheel to go up and down the text

Actual Results:

when scroll to the beginning of the text thourgh mouse wheel the scrollbar does not reach the beginning od the scrollbar track.

Expected Results:

the thumb should goes to pixel zero

Workaround (if any):

right now nothing...I'll try to create buttons with height 0 or something like that...
