Description

Steps to reproduce:
1.During the phased instantation phase of component creation, Flex sets the stage's framerate to 1000
2.If a user sets the stage's framerate during this time, then it will be disregarded and reverted once the phased instantion phase ends.

Actual Results:
The framerate set by user is rejected

Expected Results:
User can set framerate anytime

Workaround (if any):
Continued hammering of framerate change API.
