[FLEX-25273] focusInHandler throws Error #2063: Error attempting to execute IME command.

Description

Steps to reproduce:
1. Call UIComponent.setFocus. In one case component was derived from HBox, another case - derived from Panel.

Actual Results:
It throws Error #2063: Error attempting to execute IME command.

Expected Results:
Shouldn't throw IME exception. If IME is not working, this should be detected earlier, not during setting focus.

Workaround (if any):
Before anything gets focus, try set IME.enabled true and catch exception. We are not sure is this legitimate thing to do.
