Description

Steps to reproduce:
1. In a mobile project, create a Button with a truncated label
2. Deploy to device
3. Mouse down outside the button, then mouse over and stop on the truncated label

Actual Results:
Tooltip appears

Expected Results:
Tooltips are not optimized for mobile and should be disabled.
