[FLEX-24864] Scrollbars stop functioning when mouse leaves a secondary (non-parent) window

Description

1. Install attached ScrollTest application.
2. Yahoo should load under the button. While scrolling, drag out of the main window and notice how scrolling continues to work (as expected).
3. Open the secondary window by clicking on the "Open Window" button.
4. While scrolling, drag outside the secondary window.

RESULT: Scrolling stops when your mouse leaves the window.

EXPECTED: Scrolling should continue as long as the mouse button is down (as it does in the main window).
