Steps to reproduce:
1. Run attached project
2. Click on each button
3.

Actual Results:
When applyChangesPostLayout="false", distorted rotation, layout not refreshed as rotation effect playing

Expected Results:
Layout takes into account changes in bounding box of rotating element. Rotation for element not distorted.

Workaround (if any):
