Description

Steps to reproduce:
1. Compile with framework.swc RSL. I was using mxmlc with ant. I tried both absolute and relative URLs for the rsl file and they both gave the same result.
2. Try to load the swf in browser

Actual Results:
Could not get the framework_3.5.0.12683.swz file to load. I would receive a RSL Error #2046: The loaded file did not have a valid signature. The framework file could not load and would not cache. The unsigned .swf version could be loaded though and worked fine.

Expected Results:
framework swz should load and be cached.

Workaround (if any):

Seems very similar to bug #FB-25156 except that user had problems with the data visualization rsl
