Description

Steps to reproduce:
1. Change theme - Project > Properties > Flex Theme
2. Select Flex 4 Graphical Samples
3. Select Cobalt Graphical
4. Create a simple Spark Drop Down list with data provider

Actual Results:
Scroller will not scroll to bottom of scroll track

Expected Results:
Stops about 1/3 down the track

Workaround (if any):
Use different theme
