Drag and Drop a root node to the top of the screen which has more nodes above screen end up actually moved all the way to the top

    Description

      Steps to reproduce:
      (This sample is an AIR version, but you can reproduce with non-AIR version as well.
      It is just easier to reproduce with an AIR version.)
      1. Run the attached simpleSample.mxml.
      2. Scroll to the middle (Please see screenCapture1.jpg)
      3. Drag "Mail9" to below "Mail12". Make sure you can see the indication line below "Mail12" before you actually drop "Mail9" (Please see screenCapture2.jpg)
      4. "Mail9" is successfully moved to below "Mail12" (Please see screenCapture3.jpg)
      5. Now, try to drag "Mail9" to just above "Mail6". Make sure you can see the indication line above "Mail6".(Please see screenCapture4.jpg)
      6. Drop just above "Mail6".

      Actual Results:
      You tried to drag and drop to just above "Mail6", but "Mail9" is moved all the way to the top of the tree. (Please see screenCapture5.jpg)

      Expected Results:
      Should be moved to just above "Mail6".
