[FLEX-22916] scrollbar behaves incorrectly, can't reach bottom when scrolling down to bottom for tree with variableRows.

Description

Steps to reproduce:
1. compile and run test app(it is a mx:Tree with variableRowHeight=true, editable=true)
2. click first tree note("Acme THIS is a test") to expand sub nodes
->vertical scrollbar shows up for the tree

3.edit subnode "Sales THIS is a test" by clicking it, input new text: "long long long long long long", then click outside of the tree
->value is updated.

4. edit the node below the node just edit(at step 3), with new text:long long long long long long long long", click outside of the tree to commit the change

5. drag the scrollbar down to the bottom
->no node below the node(at step 4) shows up.(see the attached image)

6. after step 5, click the scrollbar down, up, you will see funky behaviors:
a. scrollbar can't be scrolled down to bottom by clicking the down arrow.
b. once scrollbar is down at bottom, clicking the up arrow doesn't move the scrollbar

Expected Results:
scrollbar should work as expected.
