Description

Steps to reproduce:
1. Unzip SDK (any builds later 13555).
2. Go to <sdk>/lib directory, list all jar files.
3.

Actual Results:
You can't find any localized jar files. all command output messags are in English.

Expected Results:
The localized jar files should be listed.
