Steps to reproduce:
The default value of property "useNegativeSign" of Class "mx.formatters.NumberFormatter" and "mx.formatters.CurrencyFormatter" is "true" with locale de_DE.

Actual Results:
The default value of property "useNegativeSign" of Class "mx.formatters.NumberFormatter" and "mx.formatters.CurrencyFormatter" is "false" with locale de_DE.

Expected Results:
The default value of property "useNegativeSign" of Class "mx.formatters.NumberFormatter" and "mx.formatters.CurrencyFormatter" should be "true".
