[FLEX-22635] error tips are near impossible to read when using the sample Zen theme (white on white)

Description

Found in 4.0.0.13286.

Steps to reproduce:
1. Compile and run attached MXML file using the sample Zen theme (-theme+=${flexlib}/../samples/themes/zen/zen.swc)
2. Mouse over each Button control to display an error tip vs tool tip.

Actual Results:
Tool tip is black text on white-ish background.
Error tip is white text on white-ish background.

Expected Results:
Error tip has more contrast (and should possibly be a bit more obvious it is an error vs a friendly tooltip).
