Description

Found in 4.0.0.13286.

Steps to reproduce:
1. Compile and run attached MXML file using the sample Zen theme (-theme+=${flexlib}/../samples/themes/zen/zen.swc)
2. Observe the mx:Panel and mx:TitleWindow
3. Weep.

Actual Results:
No borders on mx:Panel and/or mx:TitleWindow. It's all just open and stuff.

Expected Results:
Borders (similar to other sample themes, default Spark theme, the Zen s:Panel/s:TitleWindow skins)...
