Found in 4.0.0.13286

Steps to reproduce:
1. Compile and run attached MXML file using the sample Cobalt theme (-theme+=${flexlib}/../samples/themes/cobalt/cobalt.swc)
2. Observe the odd gray horizontal line on the s:TitleWindow container with a control bar.

Actual Results:
Odd horizontal line 1-2px above the control bar fill. Zoomed image attached for people without exceptional eye sight.

Expected Results:
No odd horizontal line.
