Description

Steps to reproduce:
1. Unzip it and have a look. Or try to compile anything with -locale=ja_JP.

Actual Results:
It contains a "docs" directory with a bunch of xml files in it.
If you try to compile with the ja_JP locale, you'll get "Error: unable to load SWC framework_rb.swc: could not find catalog.xml within the SWC."

Expected Results:
It should contain a catalog.xml file, a swf, and a locale directory with properties files.
