Found in 4.0.0.13099

Steps to reproduce:
1. Compile and run attached MXML file using the sample Arcade theme:
2. Toggle the close buttons using the CheckBoxes on the last two TitleWindows

Actual Results:
They dont toggle

Expected Results:
They should.
