Description

Found in 4.0.0.12927.

Steps to reproduce:
1. Compile and run attached MXML file w/ sample Arcade theme: /samples/themes/arcade/arcade.swc

Actual Results:
mx:Panel w/ mx:ControlBar has a [not so] funny black half-border.

Expected Results:
No half-border.

Workaround (if any):
Custom skin the custom skin.
