[FLEX-22269] Framerate will sometimes get stuck at 1000fps

I don't have exact reproduction steps, as this bug is hard to reproduce when I'm trying, but it comes up all the time in projects.

The issue is, sometimes after opening an application the framerate will get stuck at the initial 1000fps set by the sdk, I know because any animations will reflect this. It seems there is an error in nativeApplication_deactivateHandler() within WindowedApplication, where prevActiveFrameRate is set to 1000 when the application is deactivated. So when its throttled down, its set to the correct 1fps, but after activate its set back to the incorrect 1000fps. It happens most when an app is opened, then immediately un-foucsed by the end user.
