[FLEX-22048] Slow repainting when a SWF is loaded with SWFLoader, and tab is used to navigate it

Description

Steps to reproduce:
1. Create a project A with SWFLoader component
2. Create another project B with a few buttons.
3. Load the swf of project B in project A swfloader.
4. Run the project A.
a. Once the project loads try tabbing on the buttons. It should work fine at this moment.
b. Send the window to the background by minimizing it.
c. Bring it back to foreground.
d. Now try tabbing to the buttons. Considerable time lag in repainting is observed.

Actual Results:
Considerable time lag in repainting is observed.

Expected Results:
Quick repainting.
