[FLEX-22004] [gumbo_priority] Compilation of halo theme fails in FB

Description

The compilation of halo theme fails.
I tried on the approved sdk build (11602) and the latest sdk build from trunk ( ftp://p02filusr01/Flex_SDK/trunk/4.0.0.11689 )

The steps are as below:

1. Download the trunk build and extract the sdk to a folder say <trunk>
2. Extract the defaults.css file from halo.swc in the folder <trunk>/flex_sdk_4\frameworks\themes\Halo into the same folder.
3. execute the compiler with the following options

<trunk>/flex_sdk_4 / bin/ mxmlc -static-link-runtime-shared-libraries=true -include-libraries="<trunk>/flex_sdk_4\frameworks\themes\Halo\halo.swc" "<trunk>/flex_sdk_4\frameworks\themes\Halo\defaults.css" -o c:\temp\out.swf.

Expected Results: Compilation should succeed and the swf should get created.

Actual Results: Compilation fails. Attached is the snapshot of the error message.
