[FLEX-21933] when cornerRadius gets larger, focusString, buttonSelection not displayed smoothly

Description

Steps to reproduce:
1. compile and run test(it sets cornerRadius to a large value)
2. click NumbericStepper to set the cornerRadius to a large value, say 20
3. tab through the TabBar

Actual Results:
it has cosmetic issues:
a. check the selected button, it has a rectangle sketch
b. check the focusString, it draws not smoothly(see the image)
c. check the grayed color, filled color is a little bit out of bounce of the cornerRadius.

Expected Results:

draws smoothly in the case. at least no case a?
