[FLEX-21918] Changing the slider using the keyboard dispatches the change event only once the slider position has been completey changed

Description

Steps to reproduce:
1.Use the attached mxml file.
2.using the keyboard tab navigator select the slider and using the arrow key change the slider position
3.

Actual Results:You will notcie that only once the slider position has been completey changed does the image adjust its size accordingly
Issue present in skd 4.0.0.11420

Expected Results:In previous sdk version4.0.0.10118 as the slider position was changing the image size simultanously changed

The reason i am asking this is becasue we are currently in the process of creating automation delegates for spark components and we need to know which of these two is the expected behaviour.
