Found in 4.0.0.11084

Steps to reproduce:
1. Compile and run attached MXML file.
2. Drag the "California" entry from the list and slowly drag it over the various Labels/CheckBoxes/Sliders/DropDOwnLists

Actual Results:
Depending on the direction of mouse dragging (top down vs bottom up) and location of cursor, the Spark Label beneath the drag proxy sometimes jumps ABOVE the drag proxy, making the text appear black(er) and the drag cursor to be obscured.

Expected Results:
Certainly not that.
