Description

Steps to reproduce:
1.Run the mxml sample attached below
2.Drag the VDividedBox region containing the TabNavigator upwards or downward to see the issue.
3.

Actual Results:
when the TabNavigator is included in a VDividedBox, and the TabNavigator is
miinimized by extending the part of the VDividedBox all the down so that the
TabNavigator is no longer seen, the TabBar "pops" out, extending the bounds of
the VDividedBox that holds it.

Expected Results:
The TabNavigator in its whole including the TabBar should be held inside the VDividedBox
