Steps to reproduce:
1.
<mx:Button label="الرسوم أحذف" toolTip="الرسوم أحذف">
</mx:Button>

(Strings in label and toolTip are the same)
2.
compile
3.
Move mouse over the button

Actual Results:
Incorrect word order in the toolTip
