Description

Actual Results: TileLayout doesn't have paddingTop/Bottom/Left/Right properties.

Expected Results: To be consistent with the Halo Tile layout component (and other Spark layouts) Spark TileLayout should provide padding properties.

Workaround (if any): Use some other technique/hack to get the same effect.
