Description

Steps to reproduce:
1. Make a simple app with a component tooltip that contains Japanese characters and at least one Unicode CJK Unified Ideograph character. Like this (the last character in the tooltip string is Unicode 9dd7): <s:Button toolTip="ざぎ鷗"/>
2. Run the app and hover the mouse to make the tooltip show.
3. Observe the tooltip

Actual Results:
The text in the tooltip is too small so strokes in the characters run together.

Expected Results:
The text is large enough to make the characters clear.
