[FLEX-20146] When maxHeight and maxWidth modify the size of the window by moving the top and left borders, while height and width move the bottom and right borders.

Description

Steps to reproduce:
1. Adjust the width and height. Note that the right and bottom borders move.
2. Adjust the maxWidth to be less than the width. Note that the right border moves.
3. Adjust the maxHeight to be less than the height. Note that the top border moves.

Expected Results:
It seems any method of adjusting height/width should move the same border.
