[FLEX-19804] [Flash Player 2497246] Japanese string rendering is slow on Win

Description

Steps to reproduce:
1. Install "REAP" build # 23 (details available in Codex)
Location: \\cpbufs\ESG-QS\Projects\CS5\Builds\Solo\standalone\Build#23\Win\standalone.zip
This will install REAP and ASU (Adobe Setup Utility)
2. Rename cache.db available at following location so that ASU will show EULA screen
Cache.db Location: C:\Program Files\Common Files\Adobe\Adobe PCD\cache\cache.db
3. Invoke REAP
4. ASU will be laucnhed with EULA screen
5. Select EULA Language to Japanese

Actual Results:
Japanese EULA contents will be loaded in the EULA TextArea after 5-6 seconds.

Expected Results:
Time taken to render Japanese contents should not take 5-6 seconds

NOTE:
1. We are using "Gumbo" preview - i10 build
2. EULA license.html file is attached.
3. This is happeining on Win only.
4. On Mac same contents are loaded very quickly (<1 sec)
