Description

Steps to reproduce:
1. Create a WebService object outside of Flex and run it. (See bug file.)

Actual Results:
TypeError: Error #1009: Cannot access a property or method of a null object reference.

at mx.resources::ResourceManagerImpl()
at mx.resources::ResourceManager$/getInstance()
at mx.rpc.soap::WebService()
at ResourceManager_WebServiceTest()

Expected Results:
This should work.
