[FLEX-19686] DITA docs should be always on the same place

Description

If I open flex4.swc the I can see asdoc on docs folder. But on framework.swc it is not there, instead of is on locale\en_US\framework_rb.swc

I think it should be always on the same relative place. Or always on SWC or always on RB.SWC....

FWIW, I vote on SWC
