Steps to reproduce:
1.Power on windows vista(any version) ChineseSimplified
2.Run mxmlcunit tests: ant -Dsdk.mxmlcunit.includes=../warnings/warningEnable.mxml -Dlanguage=zh_cn
3.Open ${sdk.mxmlcunit}/gen/testwarnings_warningEnableTest.err

Actual Results:
Warning: function 'foo' 的作用范围将是默认的 namespace: warningEnable: 内部。它在此包的外部不可见。

Expected Results:
警告: function 'foo' 的作用范围将是默认的 namespace: warningEnable: 内部。它在此包的外部不可见。
