1.Run mxmlcunit.
2.Compile Compiler/errors/compiler/util/ManifestParser_ManifestErrorFatal_01.mxml

Actual Results:
The String "" Could not resolve <mx:Application> to a component implementation."" is not translated.

Expected Results:
It should be translated.
