[FLEX-18914] After switching from Flex 3.0.1 to 3.4 sdk, tooltips no longer show for buttons along the bottom of the application display

Description

Steps to reproduce:
1. create an application and put a button that sits at the bottom of the display
2. add a tooltip to the button
3. build and run the app and move mouse over the button

Actual Results: No tooltip displayed

Expected Results: tooltip displayed

Workaround (if any): Use TooltipManager to position tooltip explicitly (not much of a workaround because our app uses a lot of dynamic buttons that don't know where they are on the display. it would require a lot of rework to get the current functionality of Flex SDK 3.0.1.
