Description

Steps to reproduce:
1. Run application (preloader runs as expected)
2. Clear cache
3. Run application

Actual Results:
Preloader shows after downloading of the swf file is complete. This behavior can be seen on http://examples.adobe.com/flex3/labs/dashboard/main.html
Using slow internet connection or a connection shaper (speed limiter) should make it easier to observe this behavior.

Expected Results:
The preloader should show when downloading of the swf file starts.
