Steps to reproduce:
1.Run mxmlcunit.
2.Compile Namespaces/DefaultProperty/ValidatorsOutsideDeclarationTag.mxml

Actual Results:
The String " 'CreditCardValidator' declaration must be contained within the <Declarations> tag since it does not implement 'mx.core.IUIComponent'." is not translated.

Expected Results:
It should be translated.
