[FLEX-17986] FxComponent (or FxContainer) does not implement globalToContent or contentToGlobal

Description

The problem is that a Gumbonent container's content may be offset by the skin. To drag and drop an item into or out of the container in FlexBuilder, I need to set/get the position relative to the content. The default implementation in UIComponent gives results relative to the parent. I could reach in and get the contents, but the SDK should provide these facilities.
