[FLEX-16874] resize of an air application is enabled while in full screen mode

Description

Steps to reproduce:
1. Import to FB the attached flex project(zip file). Compile the project (I used SDK 3.2.0)
2. Run the application, click ''Enter Full Screen" button
3. Check the right bottom corner of the application. Resize button is visible, click and drag to resize.

Actual Results:
The application is being resized.

Expected Results:
The application should not resize while in full screen mode.

Workaround (if any):

• didn't find yet , I know that I could disable resize(using resizable) from AIRFullScreenTest-app.xml but I need to have resize while not in full screen.
