[FLEX-16487] The close button of title bar of mx.core.Window is enable even if title bar is disable

Description

Steps to reproduce:
1. create Flex window ( = systemChrome = 'none')
2. set window.enable false

title bar of window is still enable

3. set window.titleBar.enable false

close button of title bar of window is still enable

Expected Results:
When it set window.enable false, the title bar and buttons of title bar should be disable too.
Also there is another problem (https://bugs.adobe.com/jira/browse/SDK-16252).
