Description

Steps to reproduce:
1. make sure <incremental-compile> set to true in flex-webtier-config.xml (it's the default)
2. compile any mxml file
3. note time of swf file
4. wait a minute so that clock has changed and compile it again
5. note time of swf file

Actual Results:

the times in 3 and 5 are different

Expected Results:

the time should be what it was in 3
