Description

Steps to reproduce:
1. use the latest webtier.war (test with 3095)
2. set <use-history-management>false</use-history-management>
3. remove history directory under webroot
4. run the app and request any mxml

Actual Results: the swf dosn't get loaded. Trace from the browser shows it looks for content from history directory.

Expected Results: when history management is disabled, the swf should be loaded even without the history directory.
