Description

Steps to reproduce:
1. Create a dialog that loads part of its controls from another swf loaded in compatibility mode or is untrusted.
2. When the dialog is popped up, the controls inside the loaded swf cannot be tabbed to.

Actual Results:
Can't tab to the controls inside the loaded swf.

Expected Results:
Can tab to the controls inside the loaded swf.
