[FLEX-15569] Dropping on a internal UIComponent is not anymore possible in SDK 3.2

Description

Steps to reproduce:
1. run the attached sample
2. try to drag a list item to the red area

Actual Results:
The drop in the red area is rejected

Expected Results:
It should be accepted.

This is working with 3.0 & 3.1 but not with 3.2

Workaround (if any):
Have the drop area class public (which is not necessarily acceptable when providing a library)
