Description

Steps to reproduce:
1. Run the attached file skinTests.mxml
2. Click on the button "Change to bad Skin"

Actual Results:
The bad skin is loaded. This skin doesn't have all the required states defined.

Expected Results:
The bad skin should not be loaded, an RTE should fire.
