[FLEX-15334] Created listener on MOUSE_DOWN to allow user to move application window. However, when trying to drag the bar on the scrollbar of a Panel component it causes the whole application window to move instead of scroll through contents

Description

Steps to reproduce:
1. Load the AIR application attached.
2. In the Application, move the bar on the scrollbar

Actual Results: Using the bar on the scrollbar causes the entire window to move.

Expected Results: The bar should let the user scroll through the contents inside the panel.
